Rules of conduct established by international air law serve as a basis for establishing the legal regime for the use of the Earth's atmosphere by civil aviation and regulating the various relations.  International air law regulates mainly the international activities of national civil aviation, which consists of international flights performed in the sovereign airspace of foreign states and outside the state territory, and international transportation of passengers and cargo moving by air transport from one country to another.
